A proposal to build a new Target store in Gilbert is creating strong debate among nearby residents as the project heads toward a rezoning decision.
The plan involves developing land near Higley and Ocotillo roads that has remained vacant for more than two decades. In order for the project to move forward, the site would need to be rezoned to allow for a large big-box retail store. While the developer behind the project says it could bring new jobs and generate millions in tax revenue, many neighbors who live close to the site are pushing back.
Several residents say the land was originally expected to be used for a smaller-scale shopping center that would better match the surrounding neighborhood. Some had hoped for businesses like a grocery store, specialty markets, or small cafés instead of a major retail chain.
People living nearby have raised multiple concerns about what the development could bring. Among the biggest issues mentioned are increased traffic, added noise, and the possibility of more crime in the area. Others feel the project would take away from Gilbert’s small-town atmosphere, which many say is part of the community’s appeal.
Some residents have expressed strong personal opposition, even saying they are considering moving to avoid living near a large commercial store. Others argue that the project simply does not fit the character or needs of the neighborhood and question why development needs to happen now when much of the area is still growing.
On the other side, an attorney representing the developer says the proposal is consistent with existing retail uses already allowed in the area. The developer also points to a traffic study that suggests the proposed Target could actually generate less traffic than other types of developments that are currently permitted under existing zoning.
Despite those arguments, many residents continue to call for a slower approach, suggesting that the community should wait for additional growth before deciding on a project of this size. Some believe a more community-focused development would better serve local families.
Town officials have scheduled the next meeting regarding the proposal for May 19, where the rezoning decision will continue to be განხconsidered.
