Residents in the Johnson Ranch neighborhood of San Tan Valley, Arizona, are raising concerns about a neighbor who has been repeatedly seen sitting in his driveway without pants or underwear, fully exposing his genitals.
Barbara Diaz, a local mother, described the area as highly family-oriented, with a nearby school and frequent foot traffic from children walking by. “We live in a very high traffic area where the kids are always walking by,” she said.
The issue came to light when a friend of Diaz’s sister spotted the man in his driveway. “She was like, ‘Why is your neighbor sitting outside naked?’” Diaz’s sister recalled. Shocked, they contacted the Pinal County Sheriff’s Office (PCSO), but were initially told that action couldn’t be taken because the initial witness did not reside in the neighborhood.

Days later, Diaz’s sister witnessed the exposure herself and called authorities again. A responding deputy confirmed the man’s lack of clothing from the waist down. The man explained to the deputy that he was attempting to tan, claiming the sun did not reach his backyard.

Despite multiple reports, neighbors say they were informed that no arrest could be made without a direct victim, particularly a minor. “They said, ‘Well, we can’t really do anything because there’s no actual victim,’” Diaz recounted. However, as a parent to a 10-year-old daughter, Diaz expressed strong distress over the situation. “We shouldn’t have to tell our kids, look away… especially in a family neighborhood,” she said. “I would die if my daughter sees that.”

The PCSO has acknowledged receiving several complaints about the individual and stated that an investigation is ongoing. They have also contacted adult protective services.
